What Is MTMIS Balochistan?

MTMIS stands for Motor Transport Management Information System, a term that began in Punjab and now describes vehicle record systems across Pakistan. In Balochistan, it refers to the computerised motor vehicle records of the Excise, Taxation and Anti-Narcotics Department, often shortened to ETANB.

In practice, the department registers vehicles, records ownership transfers, issues number plates and collects motor vehicle tax under the Provincial Motor Vehicle Ordinance, 1965 and the Motor Vehicle Rules, 1969. It also collects the federal withholding and income tax due on vehicles. Meanwhile, two Directors General run the field offices, one for the North Zone in Quetta and one for the South Zone at Hub.

Unlike Punjab, Balochistan does not run one single MTMIS website. Instead, its services sit on the department's website, excise.balochistan.gov.pk, a separate vehicle verification site and an online tax portal. That is why this MTMIS Balochistan guide maps each one for you.

How to Pay Balochistan Vehicle Tax Online

The department now collects vehicle tax through its online portal at taxes.excise.gob.pk. So, instead of queueing at a bank, you sign in, find your vehicle and pay the amount due.

Before you pay, work out what you owe with our Balochistan token tax calculator guide. It explains the annual and lifetime options, which often save more money than people expect. After paying, keep the receipt with your registration documents, because the Excise office may ask for it at your next transfer.

Registering a Vehicle in Balochistan

However, registration still happens at the office of your district Excise and Taxation Officer (ETO). According to the department's own guidance, you submit these documents:

  • The original sale certificate and invoice, including the registration and verification copies.
  • Form F, Form I and the computer form, filled in and signed by the owner.
  • An attested copy of the owner's CNIC.
  • The owner's copy of the registration fee challan, paid at a designated National Bank of Pakistan branch.
  • A covering letter for a government or company vehicle.

Next, you present the vehicle for physical verification by an Excise Inspector. Commercial vehicles also need a check by the Motor Vehicles Examiner of the police. Once the documents clear, the department usually issues the registration book in about two weeks.

Transferring Ownership in Balochistan

Generally, a transfer takes three to five working days once your file is complete. Both buyer and seller must appear before the ETO with their original CNICs, and the file needs:

  • The original registration certificate.
  • A transfer letter and Form T.O., signed and attested by a notary public.
  • Notarised copies of the seller's and buyer's CNICs.
  • A sale agreement on Rs 100 stamp paper, attested by a notary public.
  • The paid transfer fee challan.

Transfer fees are low in Balochistan: Rs 2,000 for heavy vehicles, Rs 1,000 for light vehicles and Rs 250 for motorcycles. However, vehicles registered in another district or province must first report their arrival, using Form RMA and an arrival fee, before the transfer can go ahead.

What Changed for MTMIS Balochistan Users

Several recent changes to MTMIS Balochistan rules affect anyone buying, selling or registering a vehicle in the province.

Registration Numbers Now Belong to the Owner

Under an amendment to Rule 32 of the Motor Vehicle Rules, 1969, published on 26 August 2025, Balochistan introduced the Personalized Registration Mark (PRM). Your registration number is now linked to your CNIC rather than to the vehicle. So, when you sell a vehicle, the number stays with you, and the buyer receives a new number in their own name.

Moreover, the department's guidance says you can reactivate your personal number on a new vehicle within two years. Because the number can change with each owner, the chassis number now serves as the vehicle's permanent identity, which matters a great deal when you verify a used car.

New Number Plate Fees

Similarly, a September 2025 notification from the Director General (North Zone) revised the number plate fee to Rs 2,100 for commercial and non-commercial vehicles, Rs 1,900 for rickshaws and Rs 1,800 for motorcycles. Our Balochistan number plate status guide explains how to follow your plate afterwards.

Vanity Number Plate Applications

In addition, the department invites applications for vanity (special) number plates. Its latest notice asks applicants to deposit a Rs 5,000 processing fee through taxes.excise.gob.pk before 30 September 2026 to avoid disqualification.

Proposed Relief for Electric Vehicles

In the Balochistan Budget 2026-27, the provincial government proposed a 100% tax concession for new electric vehicles, as PakWheels reported in June 2026. Check the final Finance Act before you rely on it.
