MTMIS Islamabad: Vehicle Verification, Smart Card, Challan and Token Tax

MTMIS Islamabad is the common name for the online vehicle services of the Excise and Taxation Department, Islamabad Capital Territory (ICT). Through them, you can also check a vehicle’s registration details and follow your smart card. You can look up excise challans and token tax, too, all without a trip to the office in Sector H-9.

What Is MTMIS Islamabad?

MTMIS stands for Motor Transport Management Information System. In the capital, it refers to the computerised vehicle records of the Excise and Taxation Department, ICT. The department works under the ICT Administration and acts as the Motor Registration Authority for every Islamabad-registered vehicle.

Specifically, the department registers new vehicles, transfers ownership, issues smart cards and number plates, and collects token tax. Beyond vehicles, it also collects professional tax, education cess, bed tax and several other levies for the federal capital.

Unlike Punjab or Sindh, Islamabad does not run a single "MTMIS" website. Instead, the department spreads its services across its official website, islamabadexcise.gov.pk, a few dedicated lookup pages, an online services portal and the City Islamabad app. That spread is exactly why people search for MTMIS Islamabad, and it is why this guide maps every piece for you.

The ICT Excise Online Vehicle Services Portal

MTMIS Islamabad online vehicle services from verification to token tax

Alongside its public lookup pages, the department runs an online services portal where registered users sign in to handle vehicle work digitally. In fact, it is the department's answer to long queues at the H-9 counters, and it grows as more services move online.

Keep your CNIC and the vehicle's registration details at hand before you sign in. Also, use a desktop browser if the portal loads slowly on mobile data, since it runs on a separate secure port that some networks handle poorly.

Islamabad's Digital Vehicle Card

In July 2025, the Excise and Taxation Department announced digital vehicle cards for Islamabad-registered vehicles. The card lives in a mobile wallet, so owners can carry proof of registration on their phone rather than in the glove box.

According to the announcement, the digital card also works with the city's digital parking plazas and gives access to traffic challan records. Moreover, the department plans a later phase in which owners complete biometric verification and ownership transfer remotely through a smartphone. So, keep an eye on the online portal as those services arrive.

How to Register a New Vehicle in Islamabad

New registrations still follow a clear, counter-based process at the Motor Registration Authority. According to the ICT Administration, the steps are:

  1. Prepare your documents. You need a CNIC copy, an application to the Excise and Taxation Officer, proof of purchase and proof of residence in Islamabad.
  2. Get the physical inspection. An Excise Inspector checks the vehicle and documents, then records the report on Form F.
  3. Visit the data entry operator. Then the operator reviews the file and issues a computerised Form F for you to sign.
  4. Pay the fees. You pay the registration fee, advance tax, token tax and income tax, plus the number plate fee.
  5. Collect your receipt. Finally, the operator keeps the file and hands you the vehicle registration receipt.

However, proof of purchase depends on the vehicle. A local car needs the sale invoice and sale certificate. An imported car needs the bill of entry and bill of lading, while an auctioned car needs the auction voucher. Register within 60 days of the invoice date, because a late fee applies after that. Also, for the full fee breakdown, see our Islamabad token tax guide.

How to Transfer an Islamabad Vehicle

Buying a used Islamabad-registered car? First, run a vehicle details check to confirm the record. Then gather these documents for the transfer:

  • An application for transfer of ownership addressed to the MRA or the Excise and Taxation Officer
  • CNIC copies of the buyer and the seller
  • The filled and signed Form F, the computerised transfer letter and the transfer of ownership form
  • A bank or leasing company NOC if the vehicle was financed
  • An affidavit stating that the vehicle is not stolen or wanted in any case

If the seller cannot appear in person, a Class-I officer must attest the key documents. Similarly, a vehicle arriving from another province needs proof of Islamabad residence, the complete registration file and an NOC from its original Excise department.

The ICT Administration lists a processing fee of Rs 1,200 to Rs 3,000, payable at the National Bank of Pakistan. It also lists a processing time of about four weeks. In addition, vehicles registered for less than five years attract advance tax, which reduces by 10% for each year since first registration.

Verifying an Islamabad Vehicle from Lahore or Karachi

For example, many buyers find an Islamabad-registered car for sale in Lahore, Rawalpindi or Karachi. The rule is simple: always check the vehicle through the Islamabad records, because the Punjab or Sindh portals do not hold ICT registrations.

Still, MTMIS Islamabad checks work online from anywhere. Consequently, you can run an MTMIS Islamabad vehicle details check from your phone in Lahore before you travel to see the car. If a car carries Punjab plates instead, use our MTMIS Punjab guide.
